Stand Together CoCo: One County, One Community, United
On September 19, 2017, the Contra Costa County Board of Supervisors approved a proposal to develop a county-wide rapid-response program, Stand Together CoCo. This innovative pilot program will provide no-cost civil deportation defense services to ensure due process for low-income immigrant Contra Costa residents at risk of deportation. Designed as a 2.5-year pilot project operating from January 1, 2018 to June 30, 2020, Stand Together CoCo will be managed by the Contra Costa County Office of the Public Defender.
As authorized by the Board of Supervisors the Public Defender’s Office is pleased to announce a Request for Proposal to solicit community-based nonprofit organizations to provide an array of community-based, culturally competent, no-cost rapid response support, legal defense services and clinics, immigrant rights education and training, and direct-service support for individuals and families drawn into the federal deportation system. This Request for Proposal (RFP) is the process by which the Public Defender will solicit responses from qualified applicants that may be selected to enter into a contract with Contra Costa County to provide any or all of these services.
Based on the response to this solicitation for qualifications, the Public Defender plans to contract with one or more service provider(s) for an initial period of January 2, 2018 to June 30, 2018. The total amount available through this RFP for the initial six-month phase is $491,843. Depending on performance during the initial phase, and contingent on ongoing support, funding for these services is expected to increase to $979,285 in FY18/19, with a third year of funding at similar levels possible in FY 19/20.

- A bidders’ conference will be held on Friday, November 3, 2017 from 1:30-3:30 PM, in the Zoning Administrator’s Room, 30 Muir Drive, Martinez, CA, 94553. This bidders’ conference is recommended but not mandatory.
- Applicants are required to submit a mandatory but not binding Notice of Intent to Apply by noon on Wednesday, November 8, 2017; this Notice can be downloaded here.
- Written questions about the RFP may be submitted to Ali Saidi by 12 Noon, Friday, November 10, 2017; please use please use “RFP #1710-260" as the subject line. Written responses to these questions will be disseminated by the County via email to entities that have submitted a Notice of Intent to Apply. The RFP, responses to questions, and any addenda will be available on this website.
- Final responses are due at 12 Noon, Tuesday, November 28, 2017, to: Ali Saidi, Deputy Public Defender, Office of the Public Defender, 800 Ferry Street, Martinez, CA 94553. Proposals should be delivered to the front desk. Each submission must be marked on the outside with the Responder’s name and RFP #1710-260. Responses must be received at the physical location on or before the due date and time listed in the RFQ. Late responses will not be accepted. Postmarked, facsimiled, and email submissions will not be accepted. Submission materials will not be returned.
